1. The nature of this website and the status of its information
The Center is a non-governmental organization that helps companies, organizations and individuals preparing for inter-Korean exchange and cooperation. The guidance on procedures and funding published here has been compiled from the relevant legislation and material published by government bodies to aid understanding; it is not an authoritative legal interpretation and has no legal force.
- Reports of Contact with North Korean Residents, approvals for a visit to North Korea, approvals for carrying goods out and in, and similar matters are received and reviewed by the Ministry of Unification and other competent government bodies. Please always check the official government system and the latest public notices before filing a notification or applying for approval.
- Legislation, public notices and the size of the fund change from time to time. The Center makes every effort to keep its information accurate, but accepts no responsibility for the outcome of decisions or actions taken on the basis of the content of this website.
- The press coverage list in the Notices section brings together headlines and links from external news outlets; responsibility for the content of each article rests with the outlet concerned.
2. Requesting a consultation
- Consultations are free of charge and are requested through the Request a Consultation form on this website or by email. We reply within three business days of receiving a request; if the review needs more time, we will let you know first.
- In-person consultations are by appointment. Please arrange a time by telephone or email before visiting.
- The content of consultations is managed in accordance with the Privacy Policy and is destroyed one year after the consultation is closed.
- Consultations are intended to review procedures and requirements in advance and to advise on how to prepare. We do not guarantee the outcome of a notification or approval, and we do not receive or review applications on behalf of government bodies.
- For matters requiring a legal judgement, such as sanctions on North Korea or export controls, we recommend obtaining a separate review from a lawyer or other specialist.
3. Copyright and use of materials
- Unless otherwise indicated, copyright in the text, images and materials published on this website belongs to the Center. You may quote them for non-commercial purposes provided you credit the source (Inter-Korean Exchange & Cooperation Center, together with the website address). Please obtain prior permission for commercial use or for any alteration of the content.
- The statutory forms in the Resources section are the original annexed forms published by the National Law Information Center. Copyright in the forms themselves belongs to the issuing body, and anyone may download and use them freely.
- The logos and names of related organizations belong to those organizations and are shown for the purpose of linking only. The Center is neither affiliated with nor an agent of those organizations.
- Some of the photographs on the home page are staged images that reconstruct historical scenes symbolically.

This website contains links to external sites, including the Ministry of Unification, the Inter-Korean Exchange and Cooperation System, the Inter-Korean Exchange and Cooperation Support Association, the Inter-Korean Cooperation Fund at the Export-Import Bank of Korea, and the National Law Information Center. The content of linked sites and their handling of personal data follow the policies of the organizations that operate them; the Center is not involved in and accepts no responsibility for them.
5. Refusal of unauthorised email collection
The unauthorised collection of email addresses published on this website by means of email collection programs or other technical devices is refused. Violations may be punishable under the Act on Promotion of Information and Communications Network Utilization and Information Protection (「정보통신망 이용촉진 및 정보보호 등에 관한 법률」).
6. Web accessibility
This website has been built to the Korean Web Content Accessibility Guidelines (KWCAG 2.2). Every menu and form can be used with a keyboard alone, and a skip-to-content link and alternative text for images are provided for screen reader users.
